September 10, 2026 — Wabash County Prosecutor says no records exist concerning handling of North Manchester Flock complaint
On August 31, 2026, I sent the Wabash County Prosecutor’s Office an email titled “Request for Review of North Manchester Flock Usage,” asking the office to review the reported use of Flock Safety ALPR searches involving North Manchester.
On September 4, 2026, I submitted a separate request under the Indiana Access to Public Records Act, IC 5-14-3, seeking existing records showing the administrative handling of that August 31 complaint.
The September 4 APRA request sought records sufficient to show whether the August 31 complaint had been received, logged, referred, assigned, reviewed, investigated, or otherwise acted upon, including any case, complaint, incident, reference, or tracking number and records identifying the person or office handling it.
On September 10, 2026, Wabash County Prosecutor William C. Hartley Jr. responded by letter and stated:
“No records exist concerning your request.”
Hartley stated that he personally made that determination. The September 10 response did not cite an APRA exemption, identify any withheld or redacted records, request clarification, assess a fee, or provide a future production date.
The accompanying September 10 email also directed me to contact the Indiana State Police Peru Post if I had information concerning possible criminal activity.
Significance: As of September 10, 2026, the Prosecutor’s Office has produced no evidence that my August 31, 2026 complaint was formally logged, assigned, referred, reviewed, or investigated. Its response to my September 4, 2026 APRA request was that no records exist concerning that handling. This supports stating that no documented investigative or administrative trail has been produced by the Prosecutor’s Office.
